<全日本潜水連盟(JUDF) 設立の経緯とポリシー>

日本にレジャーとしてスクーバダイビングが導入され始めたころは、ダイバーを取り巻く環境はおおらかで大きなトラブルもあまりなく、ダイビングは健康的で楽しいスポーツでした。

しかし、ダイビングが普及するのに伴い、スポーツダイバーによる事故の発生や漁業者とのトラブルなど、問題が多くみられるようになり、スポーツダイバーの指導システムの充実を中心にした、ダイビングの全国的な組織づくりの必要性が求められるようになりました。

そこで、当時個別に活動をしていた既存の潜水関連団体(日本潜水会、中部日本潜水連盟、関西潜水連盟、PADI潜水指導協会)が一つに集まり、1972年(昭和47年)11月18日、日本で唯一の全国的な潜水指導団体として、全日本潜水連盟:Japan Under water Diving Federation(以下JUDFと略)を結成しました。

現在のJUDFは、その後、設立時の団体の脱退や内部組織の改廃など様々な歴史を経ながらも活発に活動を続けており、2012年には潜水指導団体として初めての一般社団法人として登記されました。

JUDFは、現在日本で唯一の非営利組織の潜水指導団体として、「安全潜水の普及・啓発」と「ダイバーが主人公」を創立以来のポリシーとして、その活動を広げています。

 

<全日本潜水連盟(JUDF)について>

JUDFは、潜水業界の健全な発展を目的として設立された、潜水のプロフェッショナルによる潜水指導団体です。
JUDFは認定された指導員(インストラクター)を正会員として構成され、正会員の中から役員(理事)が互選され理事会を形成し、会員の意思を反映しながら民主的に運営されています。

【JUDFの会員】
会員(インストラクター)は、次のような人々によって構成されています。

・ダイビングをビジネスとしているダイビングスクールやダイビングショップのインストラクター
・他に主たる職業を持ちながら、ダイビングの指導を趣味や副業として行っているインストラクター
・海洋高校や海洋大学など、主に学校で学生に指導をするインストラクター
・学識経験者としてJUDFが認定したインストラクター   など

【JUDFの目的と活動】
JUDFは営利を目的とした株式会社等とは異なる、非営利団体です。
会員年会費、認定登録料、事業収益等は規約に則り、次に挙げる組織の目的のために有効に活用しています。
・潜水の健全な進歩・発展
・安全潜水の普及と啓発
・会員の親睦・融和

また、潜水に関連する関係諸団体や関係諸官庁とも綿密かつ良好な関係を保ち、その運営に協力し、役員や委員を派遣するなど、潜水業界全体の健全な発展のために尽くしています。

【JUDFの事業】
現在JUDFの行っている主な事業には、次のようなものがあります。

・新規指導員(インストラクター)の育成と認定
・初心者に対するダイビング講習と講習終了認定証(Cカード:Certification Card)の発行
・ダイバーに対する継続教育:上級講習やスペシャリティコースの実施と講習修了認定
・トライアスロン大会など、大規模なスポーツイベントにおける救助サポート活動
・国定公園海域における有害生物駆除等の環境保全活動
・学校におけるスノーケリング、スクーバダイビングの体験教室
・海底・海浜清掃等の環境保全活動
・BLS(Basic Life Support)/AED 使用法等、救命救急法の普及活動

<JUDFのスクーバダイバートレーニングと認定基準>

JUDFでは、安全に潜れるスポーツダイバーの育成を目指して、次のようなCカードランクを設定し、それぞれの認定基準に基づいたスクーバダイバートレーニングを行い、コースを修了した者に対してCカード認定を行っています。

日本以外の国においても、このCカードの保有者についてはこの認定基準をクリアーしたものとしてダイビングのサービスを提供していただきますようお願いします。

【ベーシック・スポーツダイバー】

もっとも初級の入門ダイバーのCカードランクです。
安全な潜水環境の下で、安全管理者(インストラクター、アシスタント・インストラクター)と一緒にダイビングを楽しむことのできる認定レベルです。

【マスター・スポーツダイバー】

アマチュアダイバーの最高峰に位置する、上級ダイバーのCカードランクです。
クラブやチームのリーダーとしての役割を果たせるような様々な水中環境に対する知識と経験・技術を有し、自分自身とバディとが楽しく安全にダイビングができると認められる認定レベルです。

★認定基準
・400m水泳
・スキンダイビング器材で400mを泳ぐ
・水平潜水25m
・スキンダイビング ヘッドファーストで水深8m
・中性浮力(1分間 余裕をもって行える)
・レスキューダイビング・スペシャリティコースの受講
・ディープダイビング・スペシャリティコースの受講
・ナビゲーションダイビング・スペシャリティコースの受講
・ボートダイビング・スペシャリティコースの受講
・ナイトダイビング・スペシャリティコースの受講

About Japan Underwater Diving Federation : Background and it’s Policy

When Scuba diving was first introduced to japan as a leisure, it was regarded as fun sports with healthy benefits. Divers had enjoyed easy-going atmosphere without causing any serious troubles. However, as its popularity grows, problems accompanied with Scuba diving become more apparent such as accidents, and conflicts with fishermen caused by divers. Hence, there is the need of building a national wide organization with instruction system for divers.

Thus, existing underwater related organizations (Japan Underwater Association, Central-Japan Diving Alliance, Western Diving Alliance and PADI Diving Instruction Association), independently active at the time, were reorganized into one organization, Japan Underwater Diving Federation, (JUDF hereafter), as the sole national-wide diving instruction organization in Japan on 18th of November 1972.

Since then, JUDF has been playing its role actively, experiencing series of events such as secession of founding organizations, and reorganization of internal structures, and registered as the first General Incorporation Association of diving instruction organization in 2012.

Currently, as the sole non-profit diving instruction organization in Japan, JUDF is expanding its activity with its policies inherited from its foundation, “enlightening and permeating safe underwater activity” and “divers to play main role”.

JUDF : What We Are

JUDF is a diving instruction organization established by professional divers, aiming to achieve wholesome development of underwater industries. JUDF consists of regular members who are certificated diving instructors, and is governed by the board of directors whose directors are elected through mutual election to reflect opinions of the members.

・Professional instructors engaging in diving schools and diving shops
・Instructors for students in Marin Schools/Colleges
・Instructors engaged in diving instructions as side business or hobby
・Instructors certified by JUDF as academic experts

[Aim of JUDF’s activities]

The activities of JUDF aims to realize following concepts in accordance with its policies:
・Wholesome development of underwater industries
・Enlightenment and permeation of safe diving
・Development of fellowship among the members

As a non-profit organization, the income of JUDF (membership fee, certification fee, operation income etc ) is used in accordance with the articles to achieve the aim above effectually. In addition, JUDF is committed to maintain close relationship with related government offices and public service corporations to co-operate for wholesome development of the underwater industries, dispatching committee members or directors on demand.

Current business of JUDF includes:
– Training and certificating instructors
– Providing courses for beginning divers and issuing certification card (C-card) on completion
– Providing courses for experienced divers: Offering advanced/speciality courses and issuing certification on completion
– Rescue supporting activity in large scale sport event, such as triathlon
– Environmental conservation activity such as cleaning up on sea floor and shores
– Environmental protection activity such as pest control in national park waters
– Holding trial class of snorkeling and scuba diving in school
– Spreading life-saving operation such as BLS (Basic Life Support) and usage of AED

JUDF’s Certification Criteria of Divers

JUDF offers courses for sport divers to build the skill of safe diving and issues worldwide reliable C-cards on completion.  The C-card is classified with the safety skill level of the holding diver as follows:

*Basic Sport Diver

The most basic C-card rank for very beginning divers.  This certification level qualifies divers who can enjoy diving with a safety administrator (instructor or assistant instructor) in a safe diving environment.

– Checking and setting instruments for scuba diving
– Dismantling scuba instruments and washing
– Entry
– Blowing mask
– Clearing snorkel
– Fin work
– Dealing cramping leg
– Relieving ear pressure
– Mounting/dismounting weight belt (quick release), retaining buoyancy
– Mounting scuba instruments
– Breathing with scuba
– Underwater communication
– Recovering regulator
– Clearing regulator
– Transferring to regulator from snorkel
– Monitoring gauge
– Clearing mask
– Safe Descending
– Fin pivot
– Safe ascending
– Feeding air to BC for buoyancy (power inflator)
– Share-air breathing (breathing from safe second of buddy)
– Surface swimming with scuba
– Touring underwater
– Exit

*Open-water Sport Diver

A C-card rank for beginners.  This certification level qualifies divers who can enjoy buddy-diving underwater actions with a diver who has the same certification level or upper.

– Surface swimming with fin kick
– Weight adjustment
– Usage of BC and procedure of controlling buoyancy
– Horizontal underwater swimming (13 meters)
– Head first (3 meters)

– Neutral buoyancy (hovering for 10 seconds)
– Safe ascending with buddy
– Feeding air to BC for buoyancy (power/oral inflation)
– Share air ascending

– Underwater dismantling /mounting
– Usage of compass
– Emergency ascending procedure
– Self rescue
– Rescue in skin diving
– Rescue in scuba diving

*Advanced Sport Diver

A C-card rank for intermediate divers.  This certification level qualifies a diver who has obtained a series of secure skill of diving, including preparation, cleaning up and basic underwater actions, through a certain level of experience in various underwater environments, building knowledges and skills necessary to protect the underwater safety by him/herself.

– Weight regulation (complete)
– Horizontal underwater swimming (25 meters)
– Weight dismantling /mounting (3 meters beneath surface)
– Swimming (100 meters)
– Neutral buoyancy (30 seconds)
– Launching safety float
– Navigation (with/without compass)
– Boat diving
– Deep diving (down to 30 meters depth)
– Planning and leading
– Rescue
– Checking basic skill

*Master Sport Diver

The highest C-card rank for advanced amateur divers.  This certification level qualifies a diver who can enjoy diving with buddies through various knowledges, experiences and techniques which enable him/her to serve as the leader of a club or a team.

– Bare swimming, 400 meters
– Swimming with skin diving instruments, 400 meters
– Skin diving, head first to 8 meters depth
– Neutral buoyancy (at least 1 minute with ease)
– Taking all speciality courses of:
– Rescue diving
– Deep diving
– Navigation diving
– Boat diving
– Night diving
